September 23, 2025 Board Meeting Minutes
Present at the meeting were Gary Johanik, Bob Sukala, Dave Appelgren, Pam Brown and Suzi Misun. Also, present were Bob Pagac, Dave Mihalek, Leon Gilbert, Joe Johanik, Larry Kmetz, Joe Lupa, Brittany Sukala, Tom Lajcak, Laura Jorgensen, Thomas Jorgensen, Kathy Huybrecht, Mark Huybrecht, Julie Johanik, Susan K Misun, Joan Servinsky, Judy Freeman, Scott Brown, Lindley Mattson and Kristy Appelgren.
1) Call to Order: Chairman Gary Johanik called the meeting to order at 7:02 p.m.
2) Verify Open Meeting Notice given: Chairman Johanik verified that the Open Meeting Notice had been given.
3) Public Comment: There were comments made by the public.
4) Discuss UTV/ATV traffic on town roads and trails in the Town of Pilsen: A discussion was held on a UTV/ATV traffic on Barron, Ottman and Sand Hill Forty Roads. Lindley Mattson from the Bayfield County Forestry Department was present at the meeting to answer questions regarding the Moquah Spur Trail. She stated that the Moquah Spur Trail will not close unless Barron, Ottman and Sand Hill Forty close and that a reroute would take a couple of years to complete, if it was even proposed. Ms. Mattson also noted that the UTV/ATV traffic issue is a town issue and the Forestry Department would not be involved in figuring out the traffic problem.
5) Approval of August 26, 2025 Board Meeting Minutes and August 30, 2025 Special Board Meeting Minutes: Motion was made by Bob and seconded by Dave to approve the August 25, 2025 Board Meeting and August 30, 2025 Special Board Meeting minutes. Voice vote, motion carried.
6) Treasurer’s Report: The Treasurer’s report was presented. The cash balance as of 8/30/2025 was $61,249.15 (which includes one Savings account and 1 CD). The balance as of 9/19/2025 was
$24,286.45 (this amount is the Money Market Savings and Checking Account balances). The loan balances are Grader-$24,302.65 and Mower-$8,439.58. Motion was made by Bob and seconded by Dave to approve the Treasurer’s Report as presented. Voice vote, motion carried. Pam added that there are outstanding bills from Phil Lupa and the Town of Eileen.
7) Update on sale of land adjoining town property: Gary reported that the property in question had been surveyed by Pine Ridge Land Surveying. The Town has retained an attorney and the property will be resurveyed by Nelson Surveying on October 9, 2025. The property is due to close on September 26, 2025.
8) Review and approve DOT Road Recertification Map: Motion was made by Bob and seconded by Dave to approve the DOT Road Certification Map as printed. Voice vote, motion carried.
9) Report from Road Boss: Bob Pagac and Dave Mihalek gave a brief an update on the projects they have been working on.
10) Review and payment of bills: The clerk announced checks #8768-#8784 and 2 ACHs for a total of $11,858.74. Motion was made by Bob and seconded by Dave to approve and pay bills for checks #8768-#8784 and 2 ACHs for a total of $11,858.74. Voice vote, motion carried.
11) Set date for Budget Workshop: The Budget Workshop will be held on Tuesday October 21, 2025 at 7:00 p.m.
12) Set date for next meeting: The next meeting was set for 7:00 p.m. on Monday October 27, 2025.
14) Adjournment: There being no further business, motion was made by Bob and seconded by Dave to adjourn. Voice vote, motion carried. The meeting ended at 8:16 p.m.
